800 "Shared Talents" in Lishui, Zhejiang Help Enterprises Tackle Challenges

Recently, the *China Organization Personnel News* ran a front-page story titled "Lishui, Zhejiang: 800 'Shared Talents' Help Enterprises Tackle Difficulties", commending Lishui for its innovative shared talent mechanism. By sharing talents between universities and localities, across municipal and county levels, and among counties, the initiative maximizes the efficiency of talent resources and provides strong talent support for industrial development. (Correspondents: Zhou Libo, Yang Zhexi) Talents are the core competitiveness of enterprises. How can we address constraints on resource factors and structural shortages of specialized talents in enterprises? Last April, the Organization Department of the CPC Lishui Municipal Committee took the lead in launching an innovative "shared talent" mechanism and establishing a "1+9" shared talent pool system – one municipal-level main pool and nine county-level sub-pools. Talents in the pool are tagged and retrievable by category, forming a talent cooperation platform for scientific and technological innovation featuring resource sharing, collaborative innovation and cluster-based development.

The shared talent mechanism breaks down barriers to talent utilization between employers and regions. By sharing talents between universities and localities, across municipal and county levels, and among counties, it delivers robust talent support for industrial growth. So far, more than 800 shared talents listed in the city's pool have provided technical guidance to over 100 enterprises and solved 120 key common technical problems plaguing the industry.

For the deployment of shared talents, Lishui selects scarce high-level talents, engineers and highly skilled personnel in fields such as high-end equipment manufacturing and modern agriculture for inclusion in the municipal shared talent pool. A 48-hour rapid response mechanism for enterprise needs has been set up: enterprises can directly "place orders" from the pool, with government departments facilitating matches to connect them with suitable shared talent services.

Dr. You Zhangping from Lishui University was paired with Zhejiang Cheering Sewing Machine Co., Ltd. through the shared talent mechanism. He assisted the enterprise in building a municipal key laboratory, conquered the micro high-torque direct-drive technology, and successfully applied it to direct-drive circular knife cutting machines, boosting product efficiency to 90% and helping the enterprise grow into a chain-leading enterprise.

Opening up talent circulation channels among enterprises, universities and research institutes across the city, Lishui has launched models such as "two-way dual employment" and project equity participation while retaining talents' current posts. These efforts turn shared talents into "partners" in enterprise development, expanding the scope of sharing from "talent sharing" to "patent sharing, team sharing and platform sharing".
