On July 8, Wu Shunze, Secretary of the CPC Lishui Municipal Committee, conducted a special research on the integration of education, science and technology, and talent development, as well as the construction of an innovative Lishui in the Lishui Economic and Technological Development Zone and Liandu Economic and Technological Development Zone. He emphasized the need to thoroughly implement General Secretary Xi Jinping's important expositions on scientific and technological innovation and industrial innovation, fully implement the spirit of the 8th Plenary Session of the 5th CPC Lishui Municipal Committee, adhere to the principle of "everything revolving around and serving industries", accelerate the construction of an innovative Lishui, deepen the integrated reform of education, science and technology, and talent development, promote the deep integration of scientific and technological innovation and industrial innovation, and empower the construction of a modern ecological economic system through innovation. At Lishui Founder Intelligent Drive Application Technology Research Institute, the city's first provincial-level new-type research institution, Wu Shunze carefully inquired about product research and development, talent training, and the construction of skilled talent teams, asked about enterprises' difficulties in talent introduction and cultivation, and helped coordinate solutions on the spot. He stated that strengthening the dominant position of enterprises in innovation cannot be separated from talents as the "primary resource". He hoped that enterprises would innovate talent introduction methods, broaden channels for talent recruitment, and strengthen the construction of talent echelons. All localities and departments should accelerate the implementation of talent policies, build a full-chain service and support system, and provide solid talent support for the high-quality development of enterprises.

The first batch of 30 students trained by Chaoda (Lishui) Valve Industry College will be sent to enterprises in the second half of the year. Wu Shunze visited classrooms, computer rooms, and training workshops of the college, communicated with teachers and students, and learned about the school-running model, faculty strength, and employment directions. He said that the industry college, which moves schools into enterprises and classrooms into workshops, is a vivid practice of industry-education integration. He hoped that schools and enterprises would deepen integration, advance the reform of talent training through industry colleges, "order-based classes", and integrated long-term schooling systems, achieve industry-education integration, vocational-technical integration, and science-education integration, and continuously promote the resonance of talent training and industrial innovation.

At Zhejiang Dong'ou Filter Manufacturing Co., Ltd. and Zhejiang Cheering Sewing Machine Co., Ltd., Wu Shunze inspected workshops and products, and learned in detail about the implementation of "dual employment by schools and enterprises", "science and technology vice presidents", and talent flow and sharing mechanisms. He emphasized the need to continuously deepen mechanisms such as mutual recognition of performance for shared talents, promote innovative practices such as "mutual employment and sharing", "pre-dual employment" of high-level talents between schools and enterprises, and group-based talent sharing, further open up channels for talent exchange between universities and enterprises, and give full play to the core role of talents in tackling key generic technologies and transforming scientific and technological achievements.

The Green Valley Food and Health Industry Research Institute of Zhejiang Gongshang University has launched technical cooperation with more than 10 enterprises across the city and completed the transformation of 7 important technological achievements. Wu Shunze fully affirmed the phased achievements of the research institute, requiring all localities to promote the construction of physical research institutes with high standards, explore a cross-regional service mechanism of "introduction in one place, sharing across the region", and accelerate the realization of "self-sufficiency". He hoped that the research institute would leverage Lishui's ecological resources and characteristic industrial advantages to launch more green, healthy, and high value-added blockbuster products, injecting new impetus into the development of the traditional Chinese medicine and big health industry.

During the research, Wu Shunze emphasized that the whole city should promote the construction of an innovative Lishui with greater efforts and more practical measures, and achieve substantive breakthroughs in the integrated reform of education, science and technology, and talent development. It is necessary to continuously optimize and improve the innovation ecosystem of "industries positioning technology, technology indexing talents, talents relying on education, and education empowering industries", and promote the deep integration of the industrial chain, innovation chain, talent chain, education chain, and policy chain.
